Kazo District Staff Trained on Balanced Scorecard Performance Management System
Officials from the Ministry of Public Service today conducted a training session on the implementation of the Balanced Scorecard (BSC) performance management system for Kazo district staff at KAN House in Kazo town council.
The training brought together heads of departments, sectors, and entire district staff to enhance their understanding of the Balanced Scorecard framework and its role in improving accountability, planning, performance monitoring and service delivery in the public service.
The training was officially opened by the Chief Administrative Officer (CAO) of Kazo district, Hajji Badru Mayanja Majwala, who commended the Ministry of Public Service for its continued efforts to strengthen performance management and support government employees in executing their duties effectively.
Speaking during the opening session, Hajji Badru Mayanja noted that the balanced scorecard is a results-oriented system designed to improve performance and accountability among public officers.
"The Government of Uganda has continued to invest in systems that improve public service delivery. The Balanced Scorecard is a well-designed and systematic performance management tool that will enhance planning, implementation, monitoring and accountability. As district staff, we must embrace it and ensure that we deliver results to the people we serve," the CAO said.
The Principal human resource officer from the Ministry of Public Service, Nalumansi Agnes, explained that the Balanced Scorecard is a results-based performance management system aimed at aligning individual performance with institutional objectives and national development priorities.
She informed participants that the Balanced Scorecard was introduced into the public service effective 1st July 2024, with implementation guidelines issued under Circular Standing Instruction (CSI) No. 9 of 2024.
Ms. Nalumansi further noted that implementation of the Balanced Scorecard within the Human Capital Management (HCM) System became effective on 1st July 2025 under Establishment Circular No. 2 of 2025.
"The Balanced Scorecard promotes individual accountability among public officers and requires employees to balance performance across four key perspectives. It provides a comprehensive framework for measuring performance and ensuring that institutions achieve their strategic objectives," she explained.
She also highlighted the various levels or tiers of the Balanced Scorecard system and emphasized the importance of understanding how individual performance contributes to departmental and institutional goals.
The Principal human resource officer for Kazo district, Muhumuza Ambrose, expressed gratitude to the Ministry of Public Service team for conducting the training.
He encouraged all district staff to embrace the new performance management approach, noting that it will enhance service delivery and strengthen accountability within the district.
"This training is timely and important. The Balanced Scorecard is a tool for delivering results through improved service delivery standards. I encourage all heads of departments and supervisors to support their staff in understanding and implementing the system effectively," Muhumuza said.
The training forms part of the Ministry of Public Service's ongoing efforts to strengthen performance management across government institutions and ensure that public officers remain accountable for achieving measurable results in service delivery.
