Kazo Tightens PDM Accountability as District Reports Shs 20.4 Billion in Funding
Kazo district has reaffirmed its commitment to strengthening the implementation of the Parish Development Model (PDM), with district leaders calling for increased accountability, effective supervision and strict adherence to programme guidelines to ensure that communities benefit from the initiative.
The commitment was made during a district-level PDM performance review meeting held on Friday, October 30, 2026, bringing together members of the PDM Core team, Sub-county Chiefs, Community Development Officers (CDOs) and Parish Chiefs to assess programme performance and address implementation challenges.
Representing the Chief Administrative Officer (CAO), Deputy Chief Administrative Officer, Denis Kamwehanga called upon technocrats and other stakeholders to diligently execute their responsibilities and ensure that all established PDM procedures are followed.
Kamwehanga, who noted that he was relatively new to the district, expressed confidence that proper coordination, supervision and adherence to programme guidelines would enable residents to fully benefit from the initiative.
The district PDM Focal Person, who is also the Principal Agricultural Officer, John Baptist Asiimwe, informed the meeting that Kazo had followed the required procedures as stipulated in the PDM implementation guidelines.
He urged Parish Chiefs, Sub-county Chiefs and Community Development Officers to fulfil their respective responsibilities, emphasising the importance of collaboration between technical officers and elected PDM SACCO committees at parish level.
Asiimwe noted that effective cooperation between technical staff and SACCO leadership was essential for proper programme implementation, accountability and improved service delivery.
The district-level engagement follows an earlier PDM performance review meeting held on October 28, 2026 which was chaired by the Chief Administrative Officer (CAO) of Kazo district, Hajji Badru Mayanja Majwala. During the meeting, the CAO emphasized the need for all stakeholders and technical officers to strictly adhere to established programme guidelines and ensure that PDM resources reach the intended beneficiaries.
The CAO stressed the importance of transparency, accountability and proper management of programme funds, warning that individuals found misusing PDM funds would face legal consequences, including arrest.
He further underscored the need for continuous monitoring of funds disbursed to beneficiaries and proper tracking of repayments to safeguard the sustainability of the programme.
The Principal Commercial Officer, Natumanya Asenance, called upon all parishes to submit their PDM reports promptly and maintain proper documentation of programme achievements, challenges and success stories.
She reminded Parish Chiefs of their oversight responsibilities, urging them to closely monitor activities within their respective parishes and ensure that implementation challenges are documented and addressed.
Meanwhile, Senior Information Technology Officer Agaba Nelson encouraged Parish Chiefs to seek technical support whenever they encounter challenges while using the Parish Development Management Information System (PDMIS).
He reaffirmed his readiness to support parish-level officers and urged them to make effective use of government-provided tablets to improve data management, reporting and programme monitoring.
The Deputy Resident District Commissioner (RDC), Mugisha Bazirio Paddy, commended Parish Chiefs and other stakeholders for their efforts in implementing the programme.
He urged responsible officers and beneficiaries to prioritise the repayment of PDM funds in accordance with programme guidelines, noting that timely repayments would strengthen the revolving fund and enable more households to access the funds.
He also called for transparency, proper implementation and strict adherence to government procedures at all levels.
According to district figures presented during the meeting, Kazo district has so far received a total of Shs 20,468,000,000 under the Parish Development Model.
Of this amount, Shs 18,192,142,000 has already been disbursed, while Shs 2,275,858,000 remains pending disbursement.
The district expects to release the outstanding funds following the orientation and capacity-building of newly elected PDM SACCO leaders in line with the revised programme guidelines.
The exercise is scheduled to commence on November 3, 2026, across all parishes in Kazo District.
The orientation is expected to strengthen the leadership and governance capacity of newly elected SACCO committees while enhancing accountability and proper management of PDM resources.
The meeting also emphasised the need to ensure inclusive participation in the programme, particularly among special interest groups, in accordance with the government’s PDM allocation framework.
Stakeholders were urged to observe these allocation guidelines to promote inclusive economic participation and ensure that different categories of people have equal opportunities to benefit from the programme.
The district performance review meeting reaffirmed Kazo district’s commitment to improving PDM implementation through effective supervision, timely reporting, transparency, accountability, proper utilisation of funds and stronger collaboration among stakeholders.
With more than Shs 18.19 billion already disbursed and preparations underway to release the outstanding funds, district leadership remains focused on strengthening programme structures to achieve the PDM’s broader objective of transitioning households from subsistence production into the money economy.
District leaders called upon all stakeholders, from the sub-county to parish level, to take collective responsibility for the programme and ensure that every eligible beneficiary gets an opportunity to improve their household income and livelihood through the Parish Development Model.
