Kazo District Council Holds Sitting, Elects Committee Chairpersons and Approves Key Measures

Kazo district council today held a council sitting at Kan House in Kazo town council, chaired by the district speaker, Hon. Dan Nahurira Bwamunyoga.

The Speaker welcomed council members to the sitting and congratulated them upon assuming their respective responsibilities. He called for cooperation and teamwork among councillors to ensure effective service delivery to the people of Kazo.

Hon. Bwamunyoga also informed the council that he had met the Speaker of Parliament of Uganda Rt. Hon. Jacob Marksons Oboth who conveyed greetings to Kazo district Council. He said the meeting, held in his capacity as chairman of the Western Region Speakers Association, discussed the induction of speakers and councils.

According to the Speaker, the proposal received the support of the Rt. Hon. Speaker of Parliament, with plans underway to conduct induction programmes for speakers and councils in their respective regions.

Bwamunyoga urged councillors to put aside their political differences and work together in the interest of the people they represent.

Standing Committee Chairpersons Elected
The sitting successfully concluded with the election of chairpersons of the district’s standing committees, with Hon. Mastiko Daniel Rurara elected Chairperson of the Works, Technical and Production Committee, Hon. Rosette Twinamastiko taking charge of the Social services and Hon.Tashobya Michael elected Chairperson of the Finance Committee.

The council also approved members of the Local Government Public Accounts Committee (LGPAC). They include Col. (Rtd) Kagwisa John Rwasamari, Kobusingye Monica, Mwesigye Stephen and Kahigwa Denis Kashundo.

District Chairman Calls for Teamwork
The District Chairman of Kazo district Rev. Samuel Mugisha Katugunda urged the newly elected leaders to work as a team and thanked God for protecting the people of the district.

He congratulated the Speaker, Deputy Speaker, Vice Chairperson, members of the Executive and councillors upon their election and appointment to various responsibilities.

He reported that elections for LC1 and LC2 leaders had been completed, with the newly elected leaders already taking up their offices. He also noted that women’s leadership elections were nearing completion, with the District Women Council elections expected on Friday.

The Chairman congratulated the newly elected LC1 and LC2 leaders, as well as women leaders from the village level to the sub-county level.

He further reported that elections for PDM SACCO leaders had been successfully completed and the leaders inducted, paving the way for the disbursement of PDM funds.

FMD Quarantine and District Development
The Chairman told council that the district had been affected by Foot-and-Mouth Disease (FMD), resulting in the closure of livestock markets. However, he said combined efforts to control the disease had reduced the threat, allowing markets to reopen.

On development projects, the Chairman reported that projects implemented during the previous financial year had been completed, with several already commissioned.

He said construction of Kyantumo and Burunga Seed Schools had reached about 90 percent, while work at Nkungu Seed School was still ongoing. Construction of the Administration Block was progressing well, while the Council Hall was nearing completion.

He also reported progress on road works, including the Karutusti–Akati–Keicumu–Kigarama road.

The Chairman welcomed funding from the Ministry of Works for the Kashenyi–Kitengyeto road and expressed gratitude to the Government of Uganda and President Yoweri Kaguta Museveni for supporting development projects in the district.

He also appreciated the contribution of the State House Controller and her husband, Mr. George Bwasisi, for their role in supporting efforts to secure funding for the road project.

Backing Gen. Muhoozi Kainerugaba in Anti-Corruption Push
The Chairman urged the council to support the Government’s campaign against corruption, noting that the fight against corruption had entered a serious phase.

He particularly expressed appreciation to Gen. Muhoozi Kainerugaba for what he described as his role in supporting the fight against corruption in Uganda.

The Chairman also called on the council to adopt the Ministry of Local Government directive requiring local governments to conduct monthly cleaning exercises, particularly on the designated Saturday of each month. He urged political leaders and technical staff from the district to the lower local governments to participate.

He further noted that the closure of cattle markets during the FMD quarantine had negatively affected local revenue collection because livestock markets are a major source of revenue for the district. He said trade-order enforcement had also affected some revenue sources, consequently impacting service delivery.

The Chairman commended the Natural Resources Department for mobilising revenue through the Land Economic Competitiveness Project (LECP), particularly from applicants seeking land titles.

CAO Tables Supplementary Funding
The Chief Administrative Officer for Kazo district Hajji Badru Mayanja Majwala thanked the district speaker and councillors for their cooperation with the technical staff. He introduced heads of departments to councillors, particularly the newly elected members.

The CAO also referred to the Fourth Schedule of the Local Governments Act, Cap. 138, which provides for functions and powers of local councils, including matters requiring council approval.

He tabled supplementary funding for the fourth quarter of the 2026/2027 financial year for approval. The proposed funding includes Shs43,000,116 for production project operational activities under the Uganda Climate Smart Agricultural Transformation Project.

Councillors Urge Unity
Hon. Alex Kayabuki urged councillors, particularly new members, to familiarise themselves with the council’s Order Paper and Rules of Procedure to enable them to effectively participate in council business.

Hon. Nshemereirwe Enock Rutashorora called for unity among councillors regardless of their political affiliations. His call was echoed by Speaker Bwamunyoga, who urged all councillors to work together and put the interests of Kazo residents above political differences.

RDC Calls for Compliance with Government Directives
The Deputy Resident District Commissioner for Kazo district, Mugisha Paddy, thanked the Speaker for inviting him to the council sitting and encouraged leaders to support government programmes.

He particularly called on leaders and residents to implement the government directive on monthly community cleaning exercises.

He also reminded the council about the government directive requiring bars, local pubs and alcohol vendors to remain closed until 3:00 p.m. on working days, urging leaders to support enforcement of the directive.

The sitting ended successfully with council members reaffirming the importance of teamwork, cooperation and accountability in delivering services to the people of Kazo.

The council also extended appreciation to the Patriotic League of Uganda (PLU) for its contribution to the national campaign against corruption and for promoting accountability and patriotism, while calling upon leaders to continue supporting efforts aimed at improving governance and service delivery.
